You could use the power of the Federal Government to EMPOWER the INDIVIDUAL to do GOOD by offering… I dunno… a ‘nudge’ in the form of very generous tax breaks to give and give and give to the LOCAL CHARITIES and PHILANTHROPIC ORGANIZATIONS YOU TRUST IN YOUR COMMUNITY.
But then, they wouldn’t have a command & control Marxist regime, would they?
